NETEC Inspection and Testing (Beijing) Co., Ltd. is the main legal entity of the National Elevator Inspection and Testing Center. It is also the affiliated management unit of the Construction Machine-Tool and Formwork-Scaffold Quality Inspection Department of the National Construction Engineering Inspection and Testing Center. The abbreviation and registered trademark are both "NETEC". As a wholly-owned subsidiary of Beijing Institute of Construction Mechanization Co., Ltd. (subordinate to China Academy of Building Research Co., Ltd., a central enterprise), NETEC mainly engages in the inspection and testing, appraisal and review, technical services, etc. of elevator, lifting machinery, aerial work machinery, and construction machinery products.

Survey and Assessment

Guidelines for Accreditation Evaluation of Elevator Production Manufacture License The guidelines are aim at implementing the relevant spirit of the special equipment safety supervision work of the State Administration for Market Regulation (hereinafter referred to as the Administration), standardize the implementation of the accreditation evaluation (hereinafter referred to as the evaluation) work for the license of the elevator manufacture, and in accordance with the requirements of the "Regulation for Production and Filling Licensing of Special Equipment" (TSG 07-2019, including Amendment No. 1, hereinafter referred to as the "License Rules").

Elevator type test refers to the technical data review and safety performance test carried out by the approved inspection institution (hereinafter referred to as the type test institution) undertaking the type test work according to the provisions of these rules to verify whether the product complies with the safety and technical specifications, so as to verify its safety and reliability on the basis of the comprehensive test and verification of the product by the manufacturing unit.

Commission Test

Entrusted testing belongs to market-oriented business and "customized" testing. According to the certification requirements of the entrusting unit, based on the specified standards or documents, various products are tested and verified for their safety and performance characteristics.

Energy Efficiency Test

On April 21, 2020, the National Development and Reform Commission of China and the State Administration for Market Regulation jointly issued the "Catalogue of Products Subject to Energy Efficiency Labeling in the People's Republic of China (Fifteenth Batch)" and related implementation rules, which included permanent magnet synchronous motors for elevators for the first time. It is stipulated that products manufactured or imported after July 1, 2020, are required to apply energy efficiency labels. At present, the main products in the elevator market are traction elevators with the traction machine as the main power source of the elevator. The traction machine drives the movement of the steel wire rope to make the car and the counterweight move and stop along the vertical track to realize the lifting and stopping of the elevator. Therefore, the technical performance of the elevator traction machine determines the safety and efficiency of the elevator operation.

Article 57 of the "Special Equipment Safety Law of the People's Republic of China" stipulates that "the department responsible for the supervision and management of special equipment safety shall, in accordance with this law, implement supervision and inspection on special equipment producers, operators, users and inspection and testing institutions". With the continuous development and deepening of China's market economy, China's elevator industry has developed rapidly, and the number of elevators producerss, elevator inspection institutions, elevator testing institutions, elevator users, and the number of in-use elevators is increasing. In particular, the number of in-use elevators has ranked first in the world. Due to the limited number of personnel and the lack of certain technical professional foundations in the department responsible for the supervision and management of special equipment safety, it is necessary to invite third-party technical institutions to provide technical support for the supervision and inspection implemented by them through the way of government purchasing services.

Safety Estimation

The State Council and the Ministry of Housing and Urban-Rural Development have successively issued the "Action Plan for Promoting Large-scale Equipment Renewal and Consumption Goods Replacement with Old Ones" (No. [2024]7) and the "Implementation Plan for Promoting the Equipment Renewal of Buildings and Municipal Infrastructure" (No. [2024]2). The "Implementation Plan for Promoting the Equipment Renewal of Buildings and Municipal Infrastructure" proposes that for residential elevators that have been in use for a long time, have a low configuration level, have a high operating failure rate, have prominent safety hazards, and have a strong willingness of the masses to update, they should be updated, renovated, or overhauled in combination with the situation of hidden danger investigation or safety risk assessment, and it is clearly required to conduct risk assessment in accordance with relevant safety technical standards such as "Safety Code for the Construction and Installation of Lifts" (GB/T 7588) and "Safety Assessment Specification for In-service Lifts" (GB/T 42615—2023).

In 2020, when the "Document No. 56" was issued, NETEC started to analyze and judge the elevator inspection market. After careful consideration and prudent evaluation of potential risks and development prospects, NETEC decided to officially enter the elevator inspection market. NETEC has obtained the "People's Republic of China Special Equipment Inspection and Testing Organization Approval Certificate" (Approved Items: Elevator Inspection TC) issued by the Beijing Municipal Market Supervision Administration, and has become the first institution in Beijing to obtain the third-party elevator inspection qualification. Fire resistance test of landing door. On December 27, 2022, the "General Code for Building Fire Protection" (GB 55037-2022) was issued by the Ministry of Housing and Urban-Rural Development and has been implemented since June 1, 2023. This code is a mandatory engineering construction code, and all provisions must be strictly implemented. Article 6.3.1 stipulates: "Elevator shafts shall be set independently, and no flammable gas or pipelines of Class A, B, or C liquids or wires or cables unrelated to the operation of the elevator shall be laid or passed through in the elevator shaft. Construction Machine-Tool and Formwork-Scaffold

The business scope of the Construction Machinery and Formwork Inspection Department includes a series of construction scaffold products: attached lifting scaffolds,door-type scaffolds, socket-type scaffolds, steel pipe scaffold fasteners, and steel plate stamping fasteners. It undertakes national quality supervision and random inspection, product certification, production license, new product appraisal inspection, and other entrusted inspection tasks for some products.
